Pass to commanding officers, executive officers, senior enlisted leaders, administrative officers, personnel officers, command career counselors, and disbursing officers. This message targets personnel, administrative, disbursing, transaction service centers, and regional support centers regarding current personnel and pay issues for both active and reserve personnel. 2. Sailors participating in SkillBridge who are assigned to a Permanent Duty Station (PDS) overseas and eligible for an Overseas Housing Allowance (OHA), are ineligible to continue to receive OHA if they do not have a valid overseas housing lease agreement. As a result, OCONUS Sailors returning to CONUS for participation in SkillBridge had not been entitled to housing allowances during their SkillBridge temporary duty assignment. Reference (a) clarifies Sailors who depart the overseas duty station to participate in SkillBridge are entitled to Basic Allowance for Housing (BAH)-Transit until the Sailor either returns to the overseas PDS, reports to a new PDS, or separates from Service. 3. In line with reference (b) section 10.10.4.2.2, a Sailor who, upon completion of SkillBridge, reports to a U.S. processing station, is entitled to BAH for the retirement or separation processing location. 4. Reference (a) is applicable to Sailors with or without dependents. Sailors without dependents are entitled BAH-Transit starting the day the member departs the overseas PDS. Sailors with dependents who participate in SkillBridge may be authorized BAH-Transit unless they are receiving a with-dependent housing allowance for a dependent residing separately. 5. Reference (a) is a clarification of existing policy and retroactive payment of BAH-Transit to eligible members is authorized. 6. Request widest distribution possible. 7.
